Redwood Person Profile/Skills and Qualification page requires save and submit for updates

It appears that the Redwood Skills and Qualification page requires the information to be saved and then submitted. In the responsive pages, the information was submitted immediately following a save. I have searched for profile options and anyway to get around this, but am not finding any documentation regarding this change. Thoughts?
