HR own position data not appearing for HR roles

Position Report is showing positions to the HR teams but its not showing their data

I have a position report I've built which gives the position and occupied headcount and FTE. There is also a vacant position report which shows positions that don't have any h/c or FTE.

When I run the report (the same for others that have high level access), I can see for example there are no vacant positions. However, the HR person sees their own position as vacant because they can see the position, but their data doesn't show so the position looks vacant when it is populated by them!
