Person Security Profile > is it supposed to restrict ability to create job offer ?

Hello,

My custom Recruiter data role has a Person Security Profile set up (AoR on Department in Organization Tree).

But I thought that data role shouldn't affect ability to CREATE job offer, as long as my Recruiter is on the Hiring Team (so they have access to candidate's job application) and necessary privilege in job role (Initiate Job Offer).

But my recruiter is not able to create the job offer, on the candidate's application I do have the button to do so, but when clicking I have this error message :

Because for example, let's say that my person security profile is taken into consideration for CREATING job offer for a candidate, how can that security profile be applied by the system since an external candidate do not have any Organization (my AoR is set on Department in Organization Tree) ?
