What privilege controls the ability to edit a note that someone else entered in a talent meeting?

What privilege controls the ability to edit a note that someone else entered in a talent meeting? What other areas of the system (if any) does this privilege give a user access to?

When user A navigates to My Client Group > Talent Reviews > Locate the meeting title> Select View Notes from Options menu > select note for employee, he's unable to edit a note entered by another user. But when I navigate to the same note, I have the ability to edit it.

We have tried adding the View HCM Person Note, Manage HCM Person Note, and delete HCM Person Note privileges for user A, but he's still unable to edit the notes. I did a role comparison between myself and this user and nothing immediately
