Requirement - Level 2 approval should trigger on the basis of time when level 1 approval is approved

Requirement - We need level 1 approval for all manual journals. Level 2 approval is triggered only when journals contains certain natural account values and journal approval process is triggered after identified business day. But if journal is with eligible natural account values of level 2 but before identified business day it will trigger only Level 1 approval. If Level 1 approver approves the journal late and it falls in business day category, can we send journal to level 2 approver although level 2 is not applicable when starting the workflow.
