Requisition Rest API: Add BPA for fixed price service line before PR submission

Hi All,

When we create a requisition from Rest API with line type as 'Fixed Price Services'; the rest doesn't allow to add the BPA for line before submission.
This is forcing us to edit the PR once again after the submission and re-submit the PR for approval.
This is confusing for the business as this is leading to users receiving two emails/notifications of approval for the PR.
How can we avoid this? Is there anyway possible to add BPA for the 'Fixed Price Service' line type before the submission?
