Sales Orders submitted for Approvals not triggering Approval workflow as per the configuration

We are facing an issue with the sales order approval process. The initiator who creates the sales order is configured as the last approver in the sales order approval rules. However, we have observed that the creator is appearing as the first approver, and the sales order is getting automatically approved from his side.

Upon further investigation, we found that the SalesOrderCancellationApprovalRule is being triggered during the sales order approval rules, which appears to be causing the issue. However, we are unable to determine why the cancellation rule is being triggered during the sales order approval rules.

 Need your assistance to resolve this issue.
