How to configure announcement subscription for compartments users

Summary:

We are hosting another department within our OCI tenant. They have their own set of compartments and provision all relevant services within those compartments. Recently it was noticed, that not all announcements in OCI issues for specific service instance, but rather at tenant level (tenant level service notifications).

My question is - is there a way to create a subscription that would include

a. announcements for services within their compartments (we have done it, just applied filter by compartment)

b. tenant level announcements that are related to services that were provisioned within their compartments?
