Why can't user change work order subtype when a work order is released

Summary:

Work order subtype is used for categorization of work order and reporting purposes.

A lot of time, technician does not know what the subtype is yet and will work on the job and even complete it. Later when maintenance manager reviews it, they may decide to update the subtype to a different value.

However, Oracle is not allowing subtype to be updated unless it's in unreleased status. What is the reason for this?

Can this be changed to better accommodate better to maintenance business process flow?
