How to create a negotiation from requisition in document builder where outcome as CPA?

Summary:

When using the Document Builder to process a New Order from Requisition, the system allows you to select a Contract Purchase Agreement (CPA), which was resolve in 23A release as per the IDEA created. However, when initiating a New Negotiation, the system typically restricts the outcome list to Blanket Purchase Agreements (BPA) and Purchase Orders (PO) only. Is there any reasons or rationale behind of not enabling the CPA?
