Hiring Manager has Access to Restricted Phase

Hi, we are facing issues in restricting Hiring Manager's view for candidates in restricted phase. As per the KM Doc Oracle Fusion Recruiting Cloud: Hiring Manager has Access to Restricted Phase (Doc ID 2635350.1) the solution is to remove View Candidate Job Application (ORA_IRC_VIEW_CANDIDATE_JOB_APPLICATION)
from Step 2 Function Security Policies. But we are unable to remove this, as this is inherited from the Role. When I click on this privilege the Delete option is greyed out. I can remove the View Non-Restricted Candidate Job Application
(ORA_IRC_VIEW_NON_RESTRICTED_CANDIDATE_JOB_APPLICATION) from Step 4 Role Hierarchy and it removes the inherited privilege. But as per the KM Doc this is the same privilege that should be added for restricted view. Can anyone help understand how to achieve this?
