Issue Accessing "Manage Personal Contribution"

Hi Team,

I’m currently unable to open the Manage Personal Contribution page. It displays the message: "Your submission is in progress."(Attached the screen shot for reference)


Upon checking, I found that element entries were loaded for incentives (Individual Compensation) via HDL. Out of the 67 records, only 1 record failed, and that failure pertains to a different employee.
Could this single failed record be impacting access for all employees included in the HDL file?
Please advise on how we can overcome this issue and whether any corrective action is needed to prevent it from affecting other users.
