How do we set up multiple per diem rates for Australia?

Summary:

I am attempting to implement Per Diem via the expenses module and I have found there to be 8 different Per Diem daily rates for Australia depending on whether the person is travelling to Sydney, Perth, Melbourne etc. How do we set up different rates for the same country, Australia is just an example there are more. I can get the spreadsheet loader to work, when there is only one rate per country, but when there is more it fails to load correctly?
