Question: Does this Business Use case require building the rule through the BPM Admin UI (Task Configuration for Approval Tasks), rather than the Approval Rules UI from Transaction Console?

Answer: You can configure from Transaction console as well. BPM gives you more options if the rule is complex.

Question: Do the conditions to check Recruiter role in the Advanced mode work for a Job Role ...or do we have to check against each data role (we might have multiple data roles based on a single Recruiter job role)

Answer: You should use data roles in the configuration
