Personalized Reports Not Retained for Some Users in Oracle Fusion's Sales Dashboard

We’re encountering an issue in the Sales Dashboard of Oracle Fusion Sales Cloud. Users with certain roles are able to use the Edit option on Sales Dashboard to personalize the dashboard — adding visualizations and KPIs. However, when they return to the dashboard later, their personalizations are no longer visible.
This behavior is inconsistent and seems tied to the user’s role. For some users, the customizations persist as expected, while for others, they’re lost upon re-entry.
Is there a specific privilege that controls the ability to retain or save personalized content in the Sales Dashboard?
