Hiring Manager not getting bell notification when candidate is moved to the Manager Screening Phase

Hi Everyone,

The hiring manager is not receiving FYI notification when a candidate is moved to the "Manager Screening" phase and is "submitted to the manager" state in one of our UAT Pod.

We have enabled the below mentioned notifications:
1. "IRC_JobApp_Review_HM" in Alert Composer.
2. Send Notification action in Candidate Selection Process
3. Running the ESS Job "Send Job Application Notification" for every 5mins.

Kindly find the attached document and let us know what we are missing out here to get the manager notification.
