Adding On Call Between a Shift

Hi, 

 We have a use case in which a resource works for Morning shift(9am to 12 pm) and Evening Shift (3pm to 6pm) in a single day .  Since we cannot add two shifts in a single day we tried to resolve this problem by adding a On call Between a Shift. We are expecting a resource to work in a following pattern :1.  9am to 12pm (Working) 

                                        2. 12pm to 3pm(Break/On Call)

                                       3.  3pm to 6pm(Working)

We created a shift from 9am to 6pm then we created another Shift On Call ( Resource Calendar-->Add Working Time-->Shift type--->On Call ) from 12pm to 3pm.On Doing so we are only getting the shift from 12pm to 3pm . The On Call Shift Overrides the the previous Shift .
