Grade Step Progression without Progression Rule

Hi all,

is it technically correct, that the system will default a person to be eligible for the next grade step unless I actively create a Progression Grade Rule that says "no, do not progress from this step" and attach it to those grades?

We have a grade ladder with grade and step, and the rule is to progress to next grade until ceiling.

For some of those grade steps, we have implemented progression rules (after 2 years, after 4 years etc). For others, we just left the rules blank - which we expected to result in the employees in those grades not being considered for any progression at all.
