Auto-Claim is not working.

Summary:

auto-claim for approval is not happening in dev4, we have to click on claim on the approval notification in order to get the actions button. This was not the case in other instances it was automatically providing this. We have checked the configs Auto-claim is enabled in the BPM setup for expenses.
This should ideally be present user should not click on claim to get the Actions button to delegate, reassign or request Information of an approval
