Settle Invoice related claim with accrual from volume rebate

When creating a claim from receipt using the "Create Channel Revenue claim option", we are unable to select the promotional radio button to apply an earned accrual from volume rebate program during settlement. The scenario is that the customer is part of annual volume rebate program, and customer short pays on invoice each month based on their earned accruals.

The option to select promotional is there when creating the claim manually or using the Create claims investigation option, however, would like the option to settle against the short pay on the specific invoice. What is recommended process for settling short pay on invoice scenario?
