Manually assemble Job Offer approve/reject links

Summary:

We are using Oracle Recruiting Cloud, and have highly custom requirements for our Job Offer approval workflow - both to the BI template and to the notification process. To do what our business users want, we have created a custom BI template and data model (with custom email bursting), and have the report scheduled to run every few minutes. The problem we're facing is that, since the email notifications are not generated from the delivered workflow engine (BPM Worklist), we are unable to use the subtemplate for adding the Approve/Reject buttons.

Is there a way to assemble the Approve/Reject mailto links through BI using SQL?
