How to Override the Charge Account Combination generated via TAD while creating requisition

Summary:

Please help me understanding how i can override Account Combination which is appearing in Requisition form via a TAD Setup.

In TAD, We have mentioned simple rule for testing - Attached is the Screenshot of the Mapping Set and Account Rule.

The Requirement is Requestor should get an option to override TAD generated Charge Account Combination.

I tried testing after including condition in Account Rule as "Requisition Charge Account"."All" Is null but still when requestor try changing Charge Account he gets below error -

Line 1: Charge account can't be generated for distribution 1. (POR-2010280)
Cause The transaction account definition couldn't derive a valid account for the REQ_CHARGE_001 account combination rule. Modify the account rule used in the transaction account definition to match the conditions for the transaction.
