Generate B2B transfer order even there is on hand available in destination Org

Hi ,

We are leveraging the function B2B→ transfer flow. which mean trade BU place sales order, and system auto generate TO from MFG BU to trade BU.

We would like to have the function everytime trade BU place sales order, it will ALWAYS generate TO. but as we tested, if there is available qty in trade BU, system will schedule the qty from trade BU first.

If there is any ATP or order promising configuration that system can skip consider Trade BU qty? (because sometimes the qty in trade BU is returned NG goods or other purpose)
