Can we select the payroll extension for US at features by country without payroll lisence?

Can we select the payroll extension for US at features by country without payroll license?

Our Client has not opted for payroll license as yet but he wants to see payroll demo first. We have selected payroll extension and supplemental tax address at features by country or territory setup in our client demo pod, But when we are loading vertex process to load geographies, it is failing.

Can anyone please tell is it because of payroll lisence not bought? but we are facing this issue in our company demo pod too.

Since vertex process is failing it is causing issues in running payroll and adding addresses to the US employees.
