'Submit' button grayed out while trying to submit a conduct talent review meeting

Hi, we are trying to setup the a demo on talent review process and are stuck on the step while conducting a talent review. I only have 2 employees in my review list and am able to provide all ratings etc. However the 'Submit' button is grayed out and i am unable to proceed. This is urgent as i need to prep the application for a customer demo. Could you please help with what we are missing.
