Benefits ESS not enforcing dependent designation max

Summary:

Employees are able to enroll more than one spouse in benefit plans and not receive error. The error is enforced and displayed on the benefit administrator side.

As far as we can tell this started around Open Enrollment time. Employees who had created their spouse more than once then clicked to cover that spouse for all the instances that they existed (sometimes 3x). Recently they had a mass life event which caused issues processing and brough the issue to light. This has worked in the past and seems to be a recent issue. Nothing was changed for the options during Open Enrollment.
