IDCS URL for Agency Workers

Currently employees logon to Fusion using SSO we are looking for a solution to have an IDCS link in the Fusion welcome email for Agency Workers, I have tried to hard code this in as per the screenshot below however it seems you cannot click the URL (you have to manually copy and paste it into your browser) does anyone know a work around for this?
