Unable to submit draft sales order using rest apis after creation lines to Sales order.

When we added lines to sales order in draft mode and submitting sales order after adding lines order , order is stuck in draft state with error message 
You cannot revise sales order 46256 because order fulfillment performed an operation on it since you started the revision.

Using rest api approach for the above.
