Data Retention and Archiving Policy of GL Transactions in Oracle Cloud

I was going through some of the Oracle documents and as per those it can be defined in "Manage Archive and Purge Policies". In my current system, this is defined with Archive period as 98 years and Purge period as 99 years but that policy is not enabled. So I would assume that the transactions will not be archived or purged indefinitely (correct me if I am wrong).

How do we determine when to archive/purge data?

Is the data volume only factor here (which may cause performance related concern) or do we have other points to consider?
