Can we exclude certain employees from budgets?

We have a criteria of employees whom should be excluded from the budgets. Example: Lets say we have setup budget on salary increase and given a manager 100$ budget. Then if the manager assigns 20$ to an employee fulfilling the criteria it shouldn't be excluded from the budget.
