Grade Rate HSDL fails when more than 3 rows are used

Summary: We are in the process of updating our grade rates. We use the seeded Grade Rate HSDL to load the grades and access that HSDL by going to My Client Groups > Work Structures > Manage Grade Rates > Click the Manage in Spreadsheet button.

We have used this HSDL many times in the past without experiencing the issue we are experiencing today. In the past few days we have successfully used this HSDL to update the pay ranges for all our countries’ grade rates except for our US Annual Salary Grade Rate. In those loads we have had over 100 rows and they loaded without issue.
