Summary: Is there a way to configure SMS functionality in recruiting dev without vendor setup?

We have a need to configure the SMS functionality in dev so we can review how it functions, stores historical data, and lightly test the process, before we involve a vendor and all the additional work to bring a new vendor on. We would like to validate if it will be useful and if complaint before taking the next step and building a project plan.

We've walked through the configuration step guides but there appears to be required fields that are dependent on vendor input.
