Facing Error while trying to redraft offer of internal candidate

Hi Team,
I am facing an error while trying to redraft the offer of internal candidate. steps performed as below-
Internal candidate moved to HR → Future Dated Assignment Created automatically → Deleted the Future Dated record (to enable Redraft Offer) → Moved to Manual Processing → Redraft action enabled on Manage Job Offers page → Click on Redraft Offer → Error displayed (as below)
"You can't do this current action on candidate {CANDIDATE_FULLNAME} because a work relationship exists for them. (IRC-1590225)"
Can anyone please suggest on how to resolve the issue.
