Why does the issue FOM-4515486 appear on a sales order? I need the locator to appear by default ever

I'm trying to create a sales order; however, when I enter the locator on the order line, I get the following error:
The request wasn't successful because the fulfillment line includes an inventory transaction but you can't use task Shipment to fulfill an inventory transaction. (FOM-4515486)

My client is asking me to have the locator appear from the beginning in the order line. Does anyone know if this is possible out-of-the-box or is it a custom process?
