Goals Created or Not Created by Country Code

Hi All

I'm trying to get the number of goals created and not created by country code. When I use the document in post An OTBI Report on number of workers with Goals Created and Not created — Cloud Customer Connect I can get the total number of created and not created, but when I try and do this by country code I'm not getting enough records.

I've checked the counts of the separate queries and they are fine. The emp without goals is fine and adds up to what it should do, but then when I create the # of Emp with and without Goals I drop a large number of employees. However, when I don't add the country code into any of the union queries it works fine.
