Statistical data for Activity duration

Dear Experts,

We have configured activity duration as 20 mins. But in the documentation I have read somewhere that over a period of time, the statistical data acts and decides the activity duration. So it could be possible that a 20 minute activity define in OFSC could be created as 18 or 21 minute activity after due course of time.

Also, is the statistical data also affects the techincian to which the activity is going to be assigned. Like If a Technician A always complete activity X in 15 mins and Technician B completes the same activity in 23 minutes, so in long run when ever the activity is routed to A , the duration of activity will be around 15 mins and for Tech B it will be around 23 minutes.
