25B Purchase Orders are not loading in Purchase Order (New)

We are currently testing in our NPE and are getting inconsistent results when logging in and accessing the Purchase Order (New) page.

1) Person A logs in as User C and opens the Purchase Order (New) page. The page loads but the list of purchase orders doesn't, and it instead says "Initializing".

2) Person B logs in as User C and opens the Purchase Order (New) page. The page loads along with the list of purchase orders.

The users all have the correct access; we have cleared the cache, and this doesn't seem to help. We are getting the same results in Edge and Chrome.
