Want to default document fiscal classification in Tax determinants while creating sales order

I want to keep a check on Order submission that if document fiscal classification is null in tax determinants while submitting a sales order, it should throw an error. For this I wanted to write an Extension but not able to find the variable for it in extensions. Is there any way to do it? or else is it possible to default a value there using any extension or pre transformation rule?
