Create a work relationship submit button not working for custom role

Summary:

Our custom HR Manager role is unable to submit on create a work relationship page. The submit button is highlighted, but when they click on it, nothing happens. I did add the Seeded Human Resource Specialist role to them and that seemed to fix the issue, but unable to find what the Seeded role has that our custom doesn't that would fix this.

Does anyone know what I can add to the custom role to allow the submit to work?
