Grade Ladder Step Rates not in progression grade ladder

Hello - I created grades with steps, then a grade ladder using those grades and added rates to each step. I then proceeded to create a progression grade ladder and added those same grades however the step rates did not carry over. Those fields are blank. Arent they supposed to carry over?
