Candidate Duplicate Check prior to Offer Phase

Summary:

In current responsive UI, we manually process the duplicate check for all candidates prior to extending the offer to ensure if a merge is needed, it will not overwrite PII we capture throughout the process and if there is a duplicate found, we can use the right action/reason if the candidate is currently an internal employee, rehire, or contractor conversion.

While testing the 25B Duplicate Check, it appears the check prior to the offer phase and after the offer phase may only been processing based on candidates and not reviewing current workers (employee, pending worker, and contractors). Even when attempting to search for a possible duplicate using Person Number, no values return in the search functionality.
