The database is up, but not accessible. Everything that we are trying to connect to it is getting

Content (please ensure you mask any confidential information): When trying to connect to Oracle ATP from Oracle Cloud Console (SQL), and even after startup, I am getting "Database Connection Error HTTP Status Code: 571"
