System is not allowing to cancel purchase requisition

Hi Team,

Purchase order is cancelled but we are unable to cancel associated purchase requisition.

1.When user was cancelling the PO - he did not changed the value of "Cancel unfulfilled demand" and kept the value as "No" only. PO was cancelled with cancel unfulfilled demand as No, that reinstated a new line in the PR. Ideally it should create new lines in the PR but in our case it did not work and new lines are not generated. Can someone please help on this ?

2. Using sandbox we have enabled Cancel requisition and withdraw option on the requisition but still system is not allowing to cancel or withdraw the requisition, how can we ensure that the budget is released ?
