Use SQL predicate in segment value security condition

Hi, we are trying to create segment value security condition using SQL Predicate. The requirement is to show all the segment values except for few. This segment has hierarchy as well. Attached is the screen shot of the predicate we are using, but its not working. So please help us with the configuration steps that we should follow this to work
