Issue with the seeded open enrollment alert

Hi Team,

We have configured the seeded open enrollment alert (Summary of Elections at Open Enrollment) for US population to send a confirmation mail to the employees immediately when they submit their elections. However, we are facing an issue during the open enrollment window that the alert is getting triggered for every Life Event no matter the Legislations. Even Though the Open Enrollment is launched only for the US population, if somebody from other legislation has any life event, this alert is sending this OE confirmation mail which is out of context for them.

Since this is a seeded alert, we cannot add any legislation or life event criteria to restrict. The client needs this alert specifically because the employee will receive the mail as soon as they submit it and they don't want the scheduled one where it is possible to add criteria and restrictions.
