How is the first 200GB always-free for block storage calculated?

Hi,

I am (PAYG customer) confused about how the "always free" 200GB block storage is calculated. I only have one boot volume (about 203GB) attached to a single compute instance, and I have no other block storage in my tenancy. According to the documentation, the first 200GB of boot or block volume should be free, but the cost forecast (cost management - cost analysis - check forecast) is showing charges for the full 203GB, not just for the extra 3GB. Is this correct?
