Slow Network Speed on Ampere OCPU

Hi,

I'm a PAYG user with a VM.Standard.A1.Flex (4 OCPU Ampere, Ubuntu). When transferring data using rsync from another server, I only get around 2 Mbps (about 250 KB/s). Is this normal for always-free instances, or do I have a configuration issue?
