Goal approval based on Organization ID

Summary:

I have configured the approval rule based on OrgID as below (Masked the number here):

Approval: Rule1

(Performance Goals.Organization Id == 300000XXXXXXX6)

Approver: Statis user having PersonID

But getting below error:
