RSSP: Why is Recoverable tax not appearing on a requisition for an approver to see

Summary:

We have made recoverable tax visible on the 'Cart' screen and when drilling into the requisition from the 'My requisitions' screen. However, approvers when they receive the approval notification, and they drill into the requisition to view it's details, the recoverable tax field is there but no numerical value is present, even though it is displayed for the requester. Why is that?
