Is there an option that controls P2T behavior for Transmission Configuration?

Summary:

We have noticed that for some customers, following P2T refresh, all transmission configuration details are copied to the non-production environments, while for other customers, all transmission configuration details are cleared except for the port number, which stays as 22. We would like to have this behavior for all customers. Is there an option or some configuration that controls this behavior?
